Read-only mode

Since there are no currently active contests, Pandemic Response CoLab has been switched to read-only mode.

In this mode, new member enrollment is turned off and new contributions are not being accepted. 

We have made this change to streamline site maintenance.  

If new contests are launched, we will inform the community and restore enrollment/posting functionality.
